How could I create  multiple surface sensor from DAMUPCI? like LTEN, TVOLT, CCL etc.

Go to the tool editor. You can add sensors to STD or create a new tool containing the sensors. Add the USR Software. Once the USR software is added, you can create multiple sensors.

I  add usr module to tool STD, and create sensor V9 and V10.

When I load acquisition, pop-up window shows:
No specification for Sensor V9.
STD-USR can't initialize.

Then I could not monitor the Device (CYSTED, BASE or DAMUPCI).

You will have to also add the corresponding sensors to the service in the service editor, similarly to the existing sensors.
So, if you have a new sensor in the STD tool called V1, there should be a corresponding sensor in the service configuration that maps V1 to a device channel, for instance V1=BASE,5 (5th channel from the BASE device like CYSTD).
